“This document should not be emailed or handed to anyone outside of the building. Please only give campaign staff these best practices in meetings or over the phone.”
So reads one of the initial lines from a document hacked by Guccifer 2.0 from what he claims to be Nancy Pelosi’s PC. The document bears the “Confidential” watermark. The document tells the DNC how to manipulate the Black Lives Matter movement to gain their support. The creator of the document is Troy Perry, who identifies himself as “Expansion States Pod Director”.

The document claims that BLM “wants an end to police brutality, the killings of unarmed African Americans (the impetus of the movement being the acquittal of George Zimmerman). They want to “collect data on police shootings” and the “demilitarization of the police”.
To use the movement, the party is advised to,

Always provide a campaign contact person for BLM activists. It is important to let activists know the campaign wants to engage in an open dialogue.
Be a Partner & Lead From Behind
- BLM needs partners to achieve their agenda and they want to be a part of the conversation.
- However, BLM activists don’t want their movement co-opted by the Democrat Party. They are leary of politicians who hijack their message to win campaigns.”
Those point people working with BLM are cautioned to use the following approach to achieve the party’s goals.

Do not say “all lives matter” nor mention “black on black crime”
These are all viewed as red herring attacks. This response will garner additional media scrutiny and only anger BLM activists. This is the worst response”
The writer recommends that they do not give the above message to the media. To them, they must stress the need for better communication between the police and the community. “Explore reforms to ensure officers are properly trained and don’t infringe on citizens’ rights.”
It is not clear if these recommendations were adopted. However, if they were, they lend support to the accusations of the Trump campaign that the DNC would, in fact, manipulate the movement in order to advance the DNC agenda.
There has, as yet, been no comments from the DNC on this and other released documents.
